ALBANY -- Getting thousands of Thruway motorists who dodge tolls and fines to pay up hasn't been so E-Z.
Each year, the Thruway Authority issues hundreds of thousands of violations to customers with chronically delinquent E-ZPass accounts, as well as to drivers who use the lanes illegally.
But with only about a quarter of tolls and fines owed being collected, the authority wants to end the free ride for toll cheats.
Among the ideas: hiring an outside collection agency that could net millions of dollars for the state agency.
